Blacklisting those types of people is what I recommend, and if your list gets full just delete the earliest ones on your list, as they probably haven't brought issues in the WC for a while. And for ones that do continue that, leave them on the list. A larger blacklist would probably be an easy fix to this problem.

I would go with 69 as it's more common and easier to find squads for.
