Okay it seems to only glitch out when I look at the main building in the Tideborn starting zone. When my camera is faced away the blinking stops.

I'm having the same problem. When on my tideborn character my entire screen blinks on and off. Completely unplayable, and I have a top of the line computer.

Thx so much everyone. And my Wizard is 61. I just bought 5 anniversary packs and got the item inside 1. (Just lucky I suppose) So I'll go with the Neon Purgatory. Thx again Wizards! Now to just level enough to use it.....
