Want a fun and awesome trick? Start flying and then land, but as soon as you click your flight key, use a healing skill. I received my packs roughly one hour after I purchased badges. About 2 hours later, I got some more packs. Seems like it is just an overloaded system as some others have stated.

Your inventory has square slots, those are your "bag slots". Just sell some items and you should be able to continue.

I do not seem to be having any issues on the Lost City server. I have disconnected several times in the last two weeks, but I am sure that was just my PC acting up.

Perfect World is universal when it comes to stats, so you can switch pretty much anytime. And since your below 30, you will have plenty of time to change your build.

Well, I am getting rank 3/4 robe and pant, so transferring the refine to gears of higher grade is possible, correct?
