The nation war can't accommodate each server. If they focus one nation, the people of that nation sit at base for over an hour. There is no balance here. This game was designed as a PvP game. Before PWI came out for US players there were no PvE servers; there was no turn off PvP after level 30. So you are right... but that is a good thing. Honestly if you want PvE, go play another game - this game was designed for it.
