I believe this to be true. While on the second PET BAG extension quest (Fruit), I bought a Cage (being very new, I saw one for 20, yes, TWENTY! thousand and used it right away naively) and it canceled out the Fruit quest. Beware.

I think it's because the people are either: 1) lazy 2) uninventive or 3) just plain satisfied with "normal" colors. I'm not... if you want, look me up ingame, we can show off our chars together XD

To chime in: it does not make ECONOMIC sense to remove the packs... in my opinion the demand is flexible (ie the percentual drop in demand will be greater than the percentual rise in price when calculating the lost "free" charm), so PWI would actually LOSE money on removing the packs...
