Instances from 19 to 51 all require instance mobs, so it's necessary that the rest of the team waits for the tabber to do anything. 51 in particular might require more than 1 run to complete all the quests, or a team willing to explore the rest of the maze...which is, unfortunately, not the case most of the time.
