You can try sharks or queen sharks around Misfortune or vipions above Endless Sea. When you hit near 60 (around 58 +/-), hit the Supreme Foxwings in the air at Etherblade, Lost City or City of the Plume. They do not have aggro and the drop rate for DQ items are fantastic on those guys.

Quests are definitely the way to go. You get exp from killing mobs during the quest and then you get exp (and many other goodies) for turning the quest in.
