its says on alacrity it brings it from 8m/s to 9m/s i want to buy it to raise my mount speed i just don't want to waste money on buying it if the only thing it does is lower the required lvl D:

so that mean's it wouldn't change anyting but the required lvl? speed and lvl will stay the same if i do use it?

yeah eventually you get better i guess i remember i took down a lvl 77 cleric when i was lvl 68 i less than 10 secs too don't know about mages though.
