The mats you're thinking of drop in BH around that level and upon entering if your level matches you get a daily to kill one boss in there that will award more of those mats. Basically at low level if you want the gear you need to do BH and QSM.

Passive defense makes me reduce damage taken from both types of attack by 10% at level 10. Passive attack makes you deal 20% harder on me. You now hit 10% harder than you did before. This is literally the easiest math, subtraction.
