No: all magic ornaments (rings, necklaces and belts) and magic wristguards may also give -3 to -6% channel. To that, you can add some legendary gear, like the Rank IV armor (-3%), and some legendary headgear and capes. Some have been able to stack up to 33% channel bonus.
