i say go for the reraise buff but give it a 2 hour cooldown that may balance it out a bit also make it 49+ only seeing as it is a big skill and maybe have it take 100% of your current mana

im not so much bothered with ksing since most my fighting is alone on mobs no one wants to touch lol and i think the majority of the intentional ksers are just mad at the world cause they messed up that or they are just little selfish kids with no morals
