Try typing "Looking for FB19 group with tablet" in local in your starting city or Archosaur, eventually a group ought to invite you. The same thing happened to me on my first fb19, but fortunately I was doing it with friends and one of them had a tablet as well so we just did it again.

You do realize that it costs $60 US to be married in-game? Why would you spend $60 for a game you've barely played and have no idea whether you plan to continue? I say make the req LV50 or so, that way people won't spend their money and quit three days later.
