That is incorrect. That quest is just to get to there and introduce the player to the next zone. Talk to the Taoist or Elder in Lost City.

The set of Spiritual Cultivation Upgrades {9, 19, 29, 39 . . .} So yes, as you can see, you do get it at level 9. Once you hit level 9, you should get automatically a quest to go talk to the Elder, or the Taoist. I do not quite remember which one.
