dunno bout elves but on humans, you have to go to the taoist master and take a quest from him. i think that on elves, you go talk to the priest.

Go outside of Etherblade and kill the Tortoises for Buddha's Hands. Merch them and you should be good if you keep on doing it without stopping. (shouldn't take long)

I don't know. Random is random. But I'd say pretty low seeing as there's not many people using the Wings of Daedalus or riding on Midnight around (at least where I am). Here's a question: do you still have to be lvl 40+ to ride Midnight?
