No, you have to choose what skills you would want. Like most games, they don't allow you to get every single skill in the game from the start to end. You have to decide what you'd like your character to specialise in... And the spell would still cast unless i think if you're stunned? (need confirmation on that)

Heya, i had the same problem, but you can fix it by trying to complete almost all your quests. Then the taoist will offer you the quest
