Arcane basically just means you stat to wear arcane armors, meaning high int, low str, and no agi. It's like... the pure magic build. Re-roll means to remake your character.

The strength requirement for arcane armor is 1 strength every odd level. Or rather, 9 Int and 1 Str every two levels. For Light Armor, the str and agi reqs are your level +4.

On my venomancer I can cast on a dead monster, the spell goes off and it takes MP, however it doesn't give me any Chi. Annoying, yes, but I assume it's a similar thing.

You can get a decent heirogram for doing the santa helping quest. I'm not sure how the quest is normally obtained, but I received a card from a monster drop that triggered it.

There are also Lithic Scorpion Kings as you go west from the Gate of Antiquity (Across the river from the City of Plume) that are lower level.
