Personally, I got a turtle at low-lvl (8 or so), and I still use it. It's around lvl 47, so now 7 lvls behind me. I used it a lot to get rough fur for my crafting skills (from these stupid sharks), so it leveled quite a lot :)

As far as I know, you don't have to go to the NPC. Just open the Genie window and choose "EXP infuse". And thx for the hard work!
