As it looks to be right now there are no mounts at all that will be underwater... upgrade able or new. I would have assumed "underwater mounts" was enough to encompass both new and old mounts.

That post is actually from the newest expansion information not Eclipse... And it was stated that underwater mounts don't exist because the screenshots we saw is the same as the video in that it's only showing you the area similar to celestial vale when you are taken to get your flyer.

1. It's only 15% from your weapon damage not base damage. 2&3. It does stack, but why are you using Eagleon... if you're in a squad other debuffs will be stronger and overwrite it. If you're on your own use the sparks for triple sparking.

With +10 r9rr weapon and g16 armor my highest have been 5,289,671 on the test dummy (sadly the 2.8m I had gotten didn't zerk) and a 1,527,069 on blossom in fsp without a bm.

If you looked, you'd see that the floor in 79 isn't actually where it shows it to be and it cuts off everything on the ground.

Of course it's much more useful in pvp than in pve since you can still get 10% per crit on aoe's making it very easy for a dusk to keep their hp up for a substantial amount of time. Especially within a group of enemies so long as they can take the hits.

Except it's not Power Dash, Blood Frenzy or even Blood Paint since it's crit damage and only 10% hp no matter how hard (or low) you hit and on crits only.

Forging TT will always say it'll craft bound as in, if it's bound it'll stay bound. Or if it says "Equipping this item will cause it to be bound.", it's crafting saying "Equipping this item will cause it to be bound". It's just the way the crafting bindable TT items are.

Adding the increased crit buff would be incorrect, because Duel Accordance only effects Motionless Move and only effects it once after Accordance. Moving out of visual range where the npc is and back fixes it. Doesn't cause the loss of anything. f:meh

I've noticed that attacking the mobs at whatever your max range is seems to cause the meteor spam . May or may not be what causes it, however it's what I've noticed while doing it. Simple solution... move closer to the mobs before attacking them, I haven't had a problem since then.
