Yeah, we have a base of level 6 already. We have Kirin lv2 which means in order to upgrade the Monolith in the Hall of Loyalty to level 4 we need Kirin level 3. We cannot take Kirin level 3 from the Faction Cosmo screen, it says "Insufficient Tech Points" even though we have 1 Tech Point to spend.
