Um. If the file's not existing to begin with, and you're unable to open the game, ending the process in task manager wouldn't even be possible, much less would it help.

Nope. I have Windows 7, but haven't tried running PW in it. Everything else runs just fine on it though, and it's just a Release Candidate, not even the final version. I prefer it over XP, I just haven't completely made the transition yet... I skipped Vista because it's too resource intensive.

You may want to install East Asian Language Support so that people could read that error message properly. But I suggest clicking the "Verify" button to make sure everything is working properly... You probably have file extensions hidden. If it has the same logo as the icon you use to open PW normally, that's the file. It's actually "elementclient.exe", just like files you save in notepad are "namehere.txt". You just don't see the extension on the end. You can search for it, but if you're able to run the game, it…

In your PW root directory, there's a folder called "element". It should be inside that folder normally.

Check and make sure that "elementclient.exe" exists in it's respective folder. If not, that's your problem. If so, I may suggest running in Compatibility Mode for Windows XP (Service Pack 2), but others will have better suggestions than me.
