I've gotten 2 from snowmen, so they do indeed drop from them, bit it is pretty rare.

Are they even sellable? Mine don't list any NPC price, but I haven't tried to sell them. I'm still pretty new to PWI, so maybe thats a stupid question and when there is no sell price you just get nothing from NPC but are still able to give it to them? You get them at character creation and can use them from level 1, but it is still an equipped item that can be removed/replaced.

I'm not sure if there is an "official" way to see another players level (unless currently in their squad), but the way I approximate it, is to right click on them when they are selected, then hit player info. They should add something to your inventory when they disapear...mine gave me 20 chaos powder, and one of my guildies got 10 Celestone of Humans, so check and make sure you didn't have some item in your inventory already, it could have stacked on w/o you noticing the increase. The problem with that theory is that I was able to get the quest on Christmas Eve, but couldn't all day on Christmas day.

I've gotten 3, and noted that they said "for a quest" but didn't get around to messing with them yet. You've already tried anything I could think of though (Talking to people, etc.), so I'm not sure how you activate said quest either.

I think there is some time cycle going on with it, yesterday afternoon the snowman tamer had nothing for me, then that evening he did, now today he doesn't again, I've only done it about 3 times total.

They are just off the coast from the fishermen, a bit south east from angler's village. I also had to kill quite a few of them before finding the trumpet shell.

If they are in your squad, it isn't really a KS since you share exp. Depending on the drop setups, drops are either free for all or randomly shared as well. For actually quest drops, if you are in a squad, everyone that needs that quest will get it when Yi Chinglin is killed.

The quest log should tell you to speak with vendors such as the Blacksmith, Tailor, etc. They will each give you a quest (generally like "collect xx amounts of yy" that you have to farm), after which you can go back to the elder and there will be skills available. Hope this helps.
