The cooldown only resets if you use either Distant Cloud or if the target dies within 20 seconds. This If the issue can be quickly identified and resolved there's no reason to post it, after a few fix attempts they probably failed enough that they decided it was time to announce it. If you haven't noticed, the forums here are VERY hostile towards the PWI staff. They probably dread talking to us.

There's a bit of a time zone gap between East Coast Servers and where PWE GMs work from. Patience is a vertu. I go play stuff on steam while I wait.
