just like the reply above ion spike does amp the enemy unless it procs. however, it should proc all the time since it says it has a 100% chance to reduce the enemies metal defense by 35-40%. but it doesnt proc all the time so that skill can become a bit of a pain once in a while.

simply i would preffer strength because when you reach end game or nearin g endgame gears, your gear refines give you a additional vit bonus therefore you can use a reset note to take away some vit that you (originally) have from your build and use it for more strength
