Yeah, heavy mage. I don't think there are any Heavy Mage on this server, but I know that on MY there were a few. The worst build you could use as a Wizard in my opinion.

It's one of your best skills on the higher levels. Reason? Fast cast time + nice damage. But you have to learn to use it in the right moment, because of the short range. Also, really good spell for PvE because of the pushback.

Lol... Well, earth barrier is mainly useful for PvP, melee monsters shouldn't even be hitting you (And long range physicall damage one should be dead after they hit you once or twice). I'm not sure, but I've read that they stack. So if you have all the 3 masteries, you get +3% Crit. Not just for the element it affects. Also, in the higher levels you will need to squad in order to level faster. But if you want to solo AoE training, go Axe blademaster. :P

For PvE, in my opinion, the best build is full MAG, but depending on your playing style Light Armor could be better (There are some people that don't bother kitting the monsters, so they get hitted a lot). You should had decided that when you started your character. What is your build? Because if your build was made of no DEX and not enough STR, you won't be able to wear the Light armor of level 50.
