For the fashion clothes issue, see here: http://pwi-forum.perfectworld.com/showthread.php?t=729812
The white flashy graphic issue affects the entire screen, not any geometry in the game.
For both glitches, we need some info from you all.
What version of Windows are you running?
(Example: Windows Vista Service Pack 2)
What video chipset do you have? How much RAM does the video chipset have?
What is the date of the driver for your video chipset?
How much system RAM do you have?
Which issue are you experiencing? (white flashy, or glitchy fashion)

Do you need help learning about patching the game, installing it, changing antivirus/firewall settings, changing network settings, learn how to use a computer, keeping your PC maintained and more?

The white flash. One curious thing about it is it only seems to occur while playing my wizard. While on my assassin, I don't experience the flashing. =/0 -
While I haven't gotten the white flashy thingy, I got fashion miscoloration. I'm gonna dip in a little in a somewhat undesirable topic right now, but this is the same way that private servers renders newer fashion's colors. Just a random thought I had while in class which could help with the investigation.

I don't get the white flash, I get it in Black colour..lol but its rare... I don't mind that glitch as much, just the fash ones >.<0 -
If you turn your effects all the way down then the white flashing stops, if that sheds any light on the issue.0

I don't know any of the real detail for my comp other than Vista. The white flashy graphic is like as fast as blinking and it's not constant and only takes up a little less than half the top fo my screen. Oh and it happens with my effects turned down too.0

I have been getting the white flashy thing. I have not yet installed the fashion patch but I have seen broken fashion so I will install it today.
Today, the white flashy thing seems to be my terrain only (before I was spending most of my time in the cube, so almost everything was terrain but i also updated my video drivers since then). I have set my terrain quality to low and so far that has helped.
I am running on vista 64 (sp2) on a 4GB clevo.

It's not clear to me, why we should give any information about any probs in the game.
As clear to see, the long known graphical bug at Orchid Temple and the Forest Ruins isn't solved yet.
Neither is the fall-back bug nor the "user doesn't exist"-bug solved, though they are known for more then a year now.
Devs only take care about changes that get more money out our pockets or such vital changes like a new icon for "Second Wind".
And for better and interesting game-play they cut down NPC-prices.
I think we'll have to learn that this game is for making money - NOT for having a playful experience in a "perfect" game!! b:sad

(not supported by you guys I know, but the info below might help anyway)
What video chipset do you have? How much RAM does the video chipset have?
nVidia Corporation G96 [GeForce 9500 GT] (rev a1)
physical vram: 1gb ram
actual usuable ram for pwi (limited by wine/wine-config): 256mb
What is the date of the driver for your video chipset?
nVidia binary blob 195.36.15 (most current one for my OS)
How much system RAM do you have?
4gb
Which issue are you experiencing? (white flashy, or glitchy fashion)
Flashing screen, easy reproducible:
My boots' sparkling effects can make my screen flashing, also the screens of other people (maybe I should sell those boots as PvP distraction weapon XD).
Unequipping the boots or completely disabling effects "fixes" that.
Those are the boots:
The combination of the Shards result in a sparkling that seems to cause the flashing issues.
I have noticed the issue after the patch of May 19th the first time (and it almost made me PWI leave for good, it was THAT annoying XD).
PS: if it helps any, feel free to use my account to test/reproduce the issue.0
