Problem With A Skill in Archer

hi everybody iam a beginner here and i started as an archer iam lvl 9 now and i started to learn about skills but when i tried to take a skill named Frost arrow i wasn't able to learn it in the case i have 2k SP and it only needs 1k to learn it so whats wrong?!

    You also have to have coins to learn skills.

    And hope you have completed your level 9 cultivation quest.

    The cultivation quest appears as a yellow quest in your quest window.

    now another problem appares after i took those skills i can't use them cause i don't have Chi Points What is Chi? and how can i get them?

    Chi is a new yellow bar you have on the top left that fills up as you attack and is used up by skills that require chi such as frost arrow. Later on this bar becomes bigger and bigger.
