According to the wiki there's also a page you can submit it through at https://www.arcgames.com/en/my/pwifactionicon but I've never actually submitted a faction logo so I'm not sure if that page still works properly for adding faction logos.

It does. But it only get's added with the bigger patches. So it happened for me too, when i added it through arc directly, so had to wait till wings of rebirth or probably the minor patches.

I believe u can do it with your account as well. Only if you are the faction leader.

Indeed you can, however you still have to wait for the devs to include it in a patch
