So far, that I have seen, nobody in Tideswell got it, someone got close but failed.

Buy the +5-8 items for 100 gold, buy tisha charts, hope for awesome luck to +12, repeat, with enough gold you'll get it, if you're unlucky, expect thousands and thousands of gold though.
I got +8 with 50 gold, so, I stopped, and that's how i'll stay until +9,10,11,12 items come.

Without any +12 orb you'd actually want to Tienkang after +9 or +10 due to the base success being too low for Tisha.
The +12 cost is 23k gold though. +9 is 441 gold on average

I'd probably stop at +9 until they release the +12 orb.

Well there is a +12 item called "Darkflame Chapter" you can see in the Encyclopedia but it's not obtainable at the moment. Only the +8 and +5 items have been released.

There is one in Tideswell that just recently got +12 Emperor, the psychic Daniiii. I've heard he is the first in all the the servers, dk. Damn how much did it cost him to refine
