i cant enter the park

i cant find the npc to enter the new amusement park, im standing were it showld be for hours and it doesent apears. is it broken? does it have a specific time to appear? if yes what time? sory my bad english

I don't know why they put events on the calendar if you can't go do them. Events that can't be done yet shouldn't be there yet.
