i have a lvl 30 mystic and i meet the requirements for spirit, cultivation, enough coins and level to learn the skill i am trying to get.

the skill appears grey in the list, i cant click it to learn the skill and i have not received the quest nor the skill book to learn the skill.

I didn't locate the other book, but you'll get the quest from the same NPC.

Wanmei believes you should explore the game instead of just click and follow blindly, so there are more than a few "hidden" quests out there.
