Hero Assembly quest not available

Hello! My character current status: lvl 100, first reawaken, Aware of the Void.
The problem is that I want to get Imbued Fox Form skill, but the quest from elder is not available. Same was before RA at lvl 101. I want to get that skill book from the game, not from item mall because 29 gold is a very exaggerated price, really!I can get new form quest from trainer, but not the quest for books. Is there a something that I miss to do before, or is a big bug that stop my progress? If is a bug, will be it resolved sooner, like this year?
