spring (?) red system chat event message

So about 20 minutes ago there was a red chat message for the event where that boss spawns and drops experience scroll, mirages, fruit, money packs, etc. After waiting a full 15 mins that was stated in the red chat at the coordinates given, there was no boss nor follow up red chat. What the ** pwi? Why even have the red chat for an event that not even going to happen? And while I'm on the subject, not only did smoke over arch not trigger either today but there been yellow system chat message spam about the primal wb spawning even it has not.

    This happens several times after new content comes from China and we don't have all of them available for us. The translation is done, but the event is not set to happen.
