Vexing Venomgator?

I'm trying to finish this quest and they aren't where the autopath takes me. I've waited for 20 minutes and have gone all over the river and still nothing. I took on the daily yesterday, is the quest bugged or do they only spawn on days where the quest chain requires them?

    Check on the riverbank nearby. I know when I did this quest, they all bugged out and ended up on the riverbank, where they thought they were underwater but actually weren't.

    You may need to move into melee range to kill them, since some of the will be unable to move, and thus will constantly reset on you (unless you can one-shot them, in which case, fire away :D)

    I checked both sides of the riverbank and no venomgators. The only dots on the map were the land mobs themselves. Only think I can think of it that is is because I took on the daily yesterday, or because I was lvl 95 when I took it on but am now 96. Oh well.
