Use of Skillbook

Where do I go to Activate or Use my sage skillbook to level up to 11 from 10. It used to be in Lotraines but many things have changed with this new version. Please advise anyone. My toon is a barb 2rb lvl100. I want to use Sage Penetrate Armor skillbook.b:shockedb:sadb:angry

    Looks like you haven't leveled any skill since Eclipse.

    Have book in inventory, open your skill window (R, but you know that by now), check the option to show only skills you can learn, find the skill. Done.
