Blacksmith lvl 4 need help

I am lvl 4 Blacksmith and made a lot of lvl 4 weapons my skill bar is at 31/45 and don't lvl up is there a quest I need or what do I need to make I am stuck. plz help me

    by "level 4 weapons" are u refering to those lvl 20-30 ish weapons that state theyre Lv. 4" on them? cause if so then thats your problem.
    to level up BS lv4 you need to craft items that require lv4 blacksmith to make, like TT70 weapons or weapons that have "Lv. 7" or "Lv. 8" on them.
