Problem with finding NPC to do quest

I am trying to do the quest "the circle". There are actually a few "The circle" quests, but this one says "Kill Waning Moon in Lin's Residence collect the Mark of Ashura". It says required item is Mark of Ashura....when I click on that, it take me to Warsong to the Fire Pavillion area right in front of a door several feet behind the NPC. When I click on the NPC, it doesn't know anything about the quest...but this NPC is not in the spot the link takes me anyway.

So how do I complete this quest? I have been trying to complete all available quests in my list. If I trash it, it will reappear on the available quest list again.
