Lack of "Red Chat"/"System" Chat in all Chat Regions

Mosz - Heavens Tear

On one toon (my main) i lack ALL red chat ( pack items, skydrake, boss talk, ect.)
on all other toons/accounts its fine

probably somehow removed due to pack duke spam chat long ago..but forgot how i did it.. (only solutions online i see are external programs which i never touch)

scratched my head plenty, looked through game files(cant find the correct data or config file for "Chat Region" settings honestly<-really this is what im asking for), searched web, could use some help
