Which is better to reduce magical damage in each case ?

1st case - Defense Level Wizard (examples: 20 - 40 and 60 mdeflvl)
2nd case - Attack Level Wizard (examples: 20 - 40 and 60 atklvl)
3rd case - Critical Hybrid Wizard (examples: 10 - 20 and 30 critlvl)

How better is 24 slot with Icebourne Stone or JoSD ?

you will find your answer here:
    http://aster.ohmydays.net/pw/socketcalculator.html#charClass=0&level=100&vit=5&mag=5&str=5&dex=5&hp=7000&pdef=4000&mres=4000&deflev=0&opplev=100&oppattlev=30&pdefbuff=120&mresbuff=60&hpbuff=30&pdefgearbuff=0&mresgearbuff=0&hpgearbuff=5&dlevbuff=0&optimalType=2&opppreset=2&buffpreset=3&gemquality=1&calcOptimal=0&numSock=24

I am going to say that as far as MDEF only goes - you'll be best off with ICE stones due to the new primal passives making them a LOT more potent. Defense levels are nice, but depending on the attacker's attack levels may not be as effective as pure mdef. On top of that, seekers can easily destroy your defense levels. EG a fully JOSD seeker with adrenal numbness, r9/g16 armor set, and r8r defense level weapon + omalley blessing is going to be sitting at over 100 defense levels. IF a full set of JOSD gives 48 defense levels, then:

Seeker Sacrificial slash: decreases defense levels by 40%, and increases attack level by half of the former. SO, following a sac slash with QPQ transfers a 40 defense level debuff onto the target, basically negating the set of JOSD. If there happens to be a soulsever/gemini added into the mix, thats another 10 defense levels removed, or if a northern sky waltz/staggering strike = 20 def levels more reduced. So, a 100 def level seeker can easily drop your defense levels by 60, which makes the most expensive shards in game utterly useless under those circumstances.

The problem with the suggested "best" shards on that calculator is that it doesn't apply logic of different situations and only spits out what the best "average" overall defense would be. For my build it says it would be full garnets, but that is a fallacy as when I am fully buffed im very close to max pdef - though my mdef is lacking. If you want my honest suggestion... go full vit. You may not get as much effective health against magic attacks - but you get more HP (sexy armageddon) and a boost to both mdef and pdef. Or perhaps a mixture of sapphires and vits.

Whats those numbers mean exactly ? I would think you can expect your end game enemy to have between 140 and 200 attack levels and between 50 and 120 or so defence levels. Depending on the ration of offensive and defensive sharding as well as extra levels from cards and superendgame items.

Depending on many factors, Iceborn stones might not be much inferior to JOSD when its against magic only, but of course it is a little silly to totally ignore physical damage. Therefore everyone shards either vit or josd. Of those 2, vit is the budget option that is pretty decent on a +10 strength barb. JOSD is very superior on a +12 vit barb.
Everything i write is from PvE perspective unless mentioned otherwise.
