Unable to set lowest Water graphics in Dawnglory

My apologies if this does not belong here, however, I believe it is a fairly important issue and probably an unintended bug of sorts. (Hopefully?) Since many others I know have also had a problem with it.

It basically narrows down to the Water setting locking on the highest in the new Dawnglory city and its surroundings, causing the inconvenience of performance issues for players with lower end software.
As everybody is aware, the water on maximum display in our lovely game is incredibly demanding and realistic.

You can set the Water back on low off of the new city/area just fine tough, such as the regular parts of the Map or off-Map instances.

Here is how it looks like:

As you can observe, the switch is faded and 'stuck' - you cannot click on it and drag it to a convenient setting anymore.

I restarted my PC, verified the client twice, turned the setting on low before going in the new area again, but after all of these steps, that part of the Map seems to have a mind of its own and bent to cause inconvenience.

I'm well aware I speak for a minority here by addressing this in such an important section of our Forums, given how too few players are bothered by this these days, however I stand to my belief this should be, if possible, looked into in the near future. If only to give us 'undergeared' computer users a chance to properly enjoy the beautiful new addition.

Thank you in advance for your consideration! And happy incoming holidays! b:thanks

P.S.
To everyone else, please feel free to provide your own feedback. I am very curious about your own experience.
However, do not turn this into a shaming 'Your computer/s suck get better or quit trololol' place.

Its forced by the map data, so I don't foresee it ever being removed anytime.

Open two clients and set both to lowest water settings. This seemed to fix it for me.

I've been avoiding dawnglory for this reason. I don't have a bad computer (I can have all graphics on max if I want), but when there's a lot of people online/high ping or I'm in a crowded place lowering the graphics all the way helps out with lag issues. Dawnglory being the new space and all, it's pretty crowded and laggy. I'm gonna probably just have to wait a few more weeks until it's less crowded.

I have also noticed this problem.

I many times only perceive its been turned to max water hours later ive been in dawnglory when im someplace else and look at the too colorful ugly refractive water and get pissed off.

Really I do REALLY like the water graphics at minimum, information seems more clear, looks like "Hey this is water".

I'd like my settings to remain the way I like it.

    No, my hardware is not junky, its i7 2.2ghz / 2gb Nvidia GT 540m / 8Gb RAM

Also I'd like to be able to choose the 'Combo' skill hotkeys because Q E and R disturbs me from looking at quests/skills right after battle.
