How do i get the free lvl 95 ?

Guys i have a small problem . I logged into my old account and didnt get any item that would send my toon to lvl 95 . Taught it was because it was an old account and i made one new , created a toon and logged into it but i still have no item to lvl it to 95 .Tried on Barbarian and Venomancer . How do i get that item ?

    the item is currently broken and doesn't work. There will be a patch released tonight to fix it. read the stickies about the Expansion Issues.
