I collect the Light and Shadow tokens for weps from those quests. I used to get the purple (Light quests) and the blue and purple (Shadow quests) fairly often, every other day or so at least one of my toons got one. Now, none of them have seen any for last several weeks. Did they take award quests away, or it is not working somehow? Not even on for 5 weeks now.

It's painfully random. Sometimes you can get 3 blue quests the same day, other times it takes weeks. You just have to keep checking daily and grab them when they pop up.

    It's random.

Unless you reduce the possibilities by taking 20 or so of the white quests which will end up with you almost always getting at least a blue or purple quest for the day. Even then, though, you can't take all the white quests because that will reduce the amount of quests you can pick up in the first place. With 24 or so white quests in your quest log, for example, he'll only give 2 or 3 quests at a time and there's at least 29 or so white quests possible.

Very true! And there should not be a difference in getting the quests with a bh or from your faction base or from General Summers. I hardly ever see blue, much less purple quests as it is, maybe one blue a week (at perhaps 5 out of 7 days a week).

Though I thought the Emissary only gave out a set number of quests based on the type of Emissary . . .

But if you try to get the collect the white quests to fudge the random assignment- have your quests to turn in completed - look at the Divine Contract Screen -THEN turn the quests in. It won't help much, but sometimes a little bit helps.

. . . Does anyone know if using a Divine Seal has a chance of repeating a quest you may have just turned in? I would presume so, but have never had one to use.

It does. The quests you get are randomly generated based on ones you don't currently have. So as long as it's not currently in your quest list (hence my whole picking up 20ish white quests; also hooray for quest list expansion) it's a possibility. This is also why you should actually turn in any blue or purple quests you've completed before you look at the divine contracts you can get for the day without refreshing.
