I don't think I need much explanation for this beyond pictures. It's happened two weeks in a row now and both around the same time later in the event so far as I know.

    I thought this happened when a base was destroyed, this happened earlier tonight about 15 mins prior, and the first one I went to it happend hardly 20 mins into the event and it lasted an hour

    The carts take a while to reach the base so there's no point in releasing a cart at the end of resource war. The cart rush is just a final burst of excitement XD.
