Disabled Man's Story Quest

This quest worked at one time, then it didn't for a long time, then it did for awhile, and now it's been broken for most of this year. The NPC Ma Lin (673 361) is not where they should be in Dreamweaver Port. Please fix this so I can clear it off my quest list, it's one of the last ones still on there. b:angry
