Sage Brabmle tordnado..bugged..?

I have wondered very very long if other sage mystics has noticed that bramble tornado always, ALWAYS, costs chi (In it's description it says that it got 25% chance to not cost chi). Did pwi forget to add that effect or has it worked once but gotten bugged? Is it really fair it doesnt get fixed? I have watched very closely in many months and I have never seen it not ticking chi even once and 25% chance..that it fairly high.b:surrender
