Identical cards require different leadership

Can anyone tell me why two identical cards require different leadership? The card is Bloodsurge Ultera lvl B, one says it requires leadership 1 and the other says leadership 2. Honestly I still find leadership confusing but this seems especially odd. Any insight is appreciated.

    Pretty sure we have an overview somewhere saying it's random. Gimme a sec to find it.


    Edit: Nevermind. Guide doesn't mention it being random... and Eoria ninja'd me anyways. Dx

    S+ Cards = 1 Leadership
    S Cards = 2 ~ 3 Leadership
    A Cards = 1 ~ 3 Leadership
    B Cards = 1 ~ 2 Leadership
    C Cards = 1 Leadership

    So when I get my full S+ set the 17 Leadership I currently have will be wasted? D:

    S+ set does not exist at present for our game. There is some mention of a way by the npc, but i have not seen that option anywhere. Not even sure if the way mentioned is for S+ cards, or something else entirely.
