Better way to help newcomer with better review

I been reading lately new update post review about pwi. A lot of complain are about gm and mod of how greedy they are and only help players who spend a lot of money. While they are playing, they are looking for help but they never got any help since they say there are a lot of greedy bad players and they will never help. I understand about bad greedy players never help but I want to know why not a lot of players not helping the newcomer? I do help few newcomer but not all since depend on what they want.

PWI need to added some new system to help the newcomer and let them stay longer playing pwi. Is there some way to let others newcomer know that ign players like me able to help others if they need help? Like a new system that if you click on them (i think a widget type system) they can help you on certain stuff. Like one say:

IGN: something
Will help: Quest
Type of players to help: Newcomer/Level under 10

Then this will bring more players and bring in better community plus with better review. I want PWI to be better the this. I remember pwi back in the old days use to be perfect world but now it is not perfect because of bad players not helping.
