Has anyone used this NPC yet and can explain/confirm how it works?

I'd like to know if engraves are carried over or *only* refines.

    my assumption is that you can make unbound necks from bound ones

    and you can transform elemental cubes into physical ones by the decompose\recraft trick

    It apparently still requires chienkuns to transfer refines.

    Sheesh...... You know as soon as I saw this new method of upgrading Cube Necklaces in the patch notes I practically did a backflip, I would kill for the NW necklace!!!! I was hoping it would be a cheaper alternative....... But eventually saw the menu the NPC has, myself. I'm less than impressed.b:surrender
