There are no quests from 91 to 99 on the Divine Emissaries

There should be, the bh guy gives a divine seal for you to take the quests, but there are absolutely no quests there to accept.

My archer is 96 right now and she's had divine quests available all through the 90s... something must be bugging for you. Maybe send in a ticket with screenshot.

If you just hit lvl 91, you will have to wait till reset to get new quests. This happens because once you reach lvl 91, you cannot take 81-90 divine contracts.

As you can see here: http://www.pwdatabase.com/pwi/qlvl/90-99 . 91-100 Divine contracts are different. Same thing happens once you reach lvl 101, because you get a new set of quests.

This can happen for 2 reasons:
1: You've just leveled up a "tier" - IE you've just gone from level 89 to 90. Quests won't spawn if so, but will spawn next day.
2: You're doing an old BH which gives access to Shadow Emissary quests instead of Void Emissary. If that's the case then this is working as designed - shadow emissary quests do not exist for that level.
