Unable to turn in Divine Contract quests after reawakening.

I've had a Divine Contract for Phlebo in Eden since before I reawakened. I didn't get around to actually doing it until my second time hitting 100, I went through the instance and even though I killed Phlebo I was unable to turn in the quest. I am the correct level and have killed Phlebo, however I am unable to turn in the quest due to being "too low of a level". There were a handful of other quests that also have this issue, though I don't recall their names as I trashed them.

    It's not that you can't turn them in, it's that you can't turn them in at your current level. The Phlebo Divine Contract is 101+, so that's what level you'll have to be to turn it in.

    Phlebo's the only example I really had... but there's another quest.. it was related to Lunar that I was unable to turn in at 101 (my last rebirth). I don't remember what it was called but it was a white quest, and I know I met the level requirement for it.

    Might have been a problem with that specific Lunar quest, then. I was able to turn in multiple purple divines at 101, as well as some pop-up quests I'd ignored (like that one for the NPC in Phoenix Camp) that were 100+. And also a couple of 100+ BHs that I forgot to turn in before reawakening.

    But as far as your screenshot... you just need one more level to turn in that one.

    Hmm.. I'll see if I can remember what quest it was. It was one of the white ones. Something about stones or something... I have no idea.
