    Its just a chance to be able to pick it up, you dont even have to do the quest that gives emperor letter. It requires Lv100+ and 5k+ prestige.
    The chance to get it is hard to say and I cant find any information about the % in pwdatabase either. However the quest gives 10mil exp and therefore I just imagine it like crazy stone, where you get elemental essential that also have a chance to gain 10mil exp as well. The chance to get 10mil from there is 1% so it might be the same for blighters punishment.
